'm jennifer granholm. tonight in the war room john kerry gets ready to take over as secretary of state. and north korea sends him a congratulations message. [ ♪ music ♪ ] there was frightening news from the other side of the pacific today. north korea has vowed to continue testing new nuclear weapons and said it would launch long-range rockets that it claims can reach the united states. this is just after the united nations instituted sanctions on its last rocket launch. it does not seem to have much impact on kim jung-un. a variety of satellites and long long-range rocketses which will be launched one after another we will target the u.s. the sworn enemy of of the american people. settling accounts with the u.s. needs to be done with force not with words as it regards jungle law the rule of its survival. what? the country's belligerent stance is one more issue on the president's full foreign policy plate, and it's going to be a concern for john kerry if he's confirmed secretary of state as he's very likely to be, increasingly likely, as a matter of fact. he got a very warm welcom

justice john roberts, jr. the public swearing-in and all the pomp and circumstance that go with it were put off until today and what a day it is. the temperature right now is in the high 30s. the sky is clear, a brilliant winter's day in the nation's capital. people are pouring into the national mall to witness a day of history. the first family began the day by attending services at st. john's church. that's right across the street from the white house. that's a long-standing tradition for presidents on inauguration day. joining me now in our cbs coverage is bob schieffer, our chief washington correspondent and anchor of ""face the nation."" bob, what are you expecting to see? >> well, it's going to be an important day for the nation, but i must say, you know, the fiscal cliff negotiations, the slaughter of those children in connecticut made it difficult for washington to be festive this time around. it's also a very unusual atmosphere because of this gridlock. i mean, you're not hearing people talk about hope and renewal this time around, but is the government broken? the whole system

spending. i think he was interested in 2011, almost got a deal with speaker john boehner on a grand bargain on entitlement reform, crafting a budget now. i don't think you're going to see major cuts in that. it's a significant shift. remember, obama said the deficit kept his awake in the first term. through his actions, you know, he's not pursuing a lot of cuts and changes to entitlements. liz: what is feasible for the president to get through with a window of 16 months? gun control? what do you think he can push through successfully? >> well, i think he will try to push through gun control, and they are starting right away, and i know biden is in virginia trying to sell the plan, but i think that what's clear is that the president's agenda and the american people's agenda are different. it's expwressing to see that the president is tackling those issues that are at the very bottom of the public's priorities. climate change, gun control, and even infrastructure. these are not changes that the american public wants. they are asking for real economic growth, job creation, tackling the budget
